Financing
The Collective Scheme adopts different financing models based on the type of products (Household EEE, Photovoltaic modules, Professional EEE).
A fixed annual fee is also payable by all Members to cover administrative and assistance costs.
As regards the management of Household WEEE, in addition to the annual fee, each Producer is required to pay a fee to the Collective Scheme for each item or kg placed on the market, necessary to finance the operations of collection, transport, treatment, recovery and disposal of WEEE.
Each Producer can choose between two different ways of applying this fee:
In the first case (Eco-fee), the Producer applies a ‘visible fee’ on the sale price of each EEE. In this way, the presence and the amount of the contribution are explicitly indicated in the Producer’s invoices to its customers (Distributors), who in turn can highlight such contribution to the final consumer.
The Producer who uses the visible fee is required to include in its invoices an amount equal to or less than that set by the Collective Scheme for each type of EEE. The Eco-fee, in fact, as provided for by the regulations, has an exclusively environmental purpose and serves to finance the activities carried out by the Collective Scheme for the sustainable management of WEEE and cannot represent a source of income either for Producers or for Distributors.
In the second case (Built-in fee), the Producer includes in the price of the product sold to the Distributor also the contribution that he is required to pay to the Collective Scheme and consequently no item relating to the management of WEEE appears on the invoices of the Producer to its customers.
The fixed annual fee is set at EUR 240.00 + VAT
The fixed annual fee is billed at the time of adhesion and set at EUR 240.00 + VAT
If the membership application is approved after 30 june 2024, the fee shall be reduced by 50%.
The Contributions applied by Erion WEEE are derived from the sum of two components (shown in the “EUR/household unit” and the “Trust EUR/unit” columns). The complex regulations currently governing the end-of-life of photovoltaic panels provides that every panel put on the market must finance at the same time:
a) the costs of treating the panel itself, which will occur after N years if that panel (when it becomes waste) ends up in the Professional WEEE chain;
b) the costs, in proportion to its weight, of treating Household WEEE of Group R4 occurring in the year in which that panel is put on the market.
To cover the costs referred to in point a) above, for each photovoltaic panel put on the market the amount indicated in the “Trust EUR/unit” column is set apart in a Trust: each panel put on the market therefore has an amount uniquely associated to it (by means of its serial number) available in the Trust, which will be ‘released’ when that panel becomes waste and the Compliance Scheme shall provide for its treatment.
Each panel put on the market contributes instead to the costs referred to in point b) with the amount indicated in the “EUR/household unit” column.
The legislation provides for a different financing model for waste deriving from professional equipment, i.e. designed for exclusively professional use. The Producer will have to bear the costs of managing WEEE on demand, i.e. when the end user requests it.
In each of these cases, the Collective Scheme will send the Member a specific quotation for executing the requested service.
Furthermore, for Producers with a volume of professional EEE placed on the market in 2023 of more than 50 tons that are not involved in the Exceed program, an additional fee of EUR 594.00 + VAT is envisaged to cover administrative and assistance costs.
Producers participating in the Exceed Program, the first voluntary generational collection and recycling system of Professional WEEE, shall pay to the Collective Scheme the fees indicated in table below in order to implement efficient networks for the collection and treatment of professional end-of-life equipment.
